This post is a limited-term fixed-term post.

1. Organizational Context

a.Organizational Setting

The position is located in the Global Relationship Management Section, IP Office Business Solutions Division. This section is responsible for coordination of relationships with beneficiary IP offices at the national, regional and global level; establishment of cooperation frameworks; coordination of priorities for delivery; management of external funds; conducting feasibility studies and designing strategies for new services including more customer-oriented services, data-based services, and related initiatives. The services of the Division are directed mainly towards developing countries as part of WIPO's technical assistance services.

b.Purpose Statement

As Business and Project Analyst, the incumbent is responsible for the requirements analysis, specification, quality assurance of the products of the Division, as well as administration of strategic projects at the national or regional level. The purpose of the role is to provide business support to the Division’s development team, contribute to project delivery, and assist national intellectual property offices in implementing processes and software solutions that enhance operational efficiency. This includes improving IP Office operations and online business services for local end-users, while ensuring alignment with international best practices and strengthening interoperability through the adoption of WIPO standards.

c.Reporting Lines

The incumbent works under the supervision of the Head of the Section.

d.Work Relations

The incumbent liaises extensively with internal stakeholders throughout the Organization, as well as external stakeholders, including the national and regional intellectual property authorities of WIPO Member States. The incumbent also represents WIPO in international collaboration bodies where the Organization participates as an observer or in a technical partner capacity.

2.Duties and Responsibilities

The incumbent will perform the following principal duties:

a.Develop and maintain product roadmaps in consultation with product owners, development teams, account managers and clients from member states, ensure publication of product features and roadmaps on the WIPO website.Translate product roadmaps into well-defined product requirements including features, user stories, release strategies and acceptance test criteria.

b.Continuously review business needs of the beneficiary IP offices, refine priorities, outline milestones and deliverables, and identify opportunities and risks in the product roadmap.Collaborate with internal and external stakeholders to refine the product vision, strategy, features, and prioritization.

c.Contribute to regional and global digital transformation initiatives through participation in task forces and working groups with Member States. Support development of strategic roadmaps, implementation frameworks, and interoperability standards for regional and global harmonization of IP services. Participate in needs assessments and capacity-building programs to strengthen digital capabilities across Member States.

d.Design, document and implement quality metrics, tools and quality assurance strategies based on industry best-practices and methodologies.Coordinate the quality assurance activities of the products and provide regular progress and status reporting to other team members and management.

e.Coordinate the project delivery of the Section, in coordination with regional managers and experts. Ensure that projects deployed in beneficiary IP offices are documented, achieving project and milestone targets, in-line with process and quality measures, and that priorities, resources, timelines and costs are tracked effectively and reported regularly to management.

f.Participate in the software development and release lifecycle, including reviewing test plans for upcoming product releases and providing business support to project teams during the handover of major releases and deployments in IP offices.

g.Actively support accession to WIPO treaties and contribute to growing the use of WIPO Global IP Services, including PCT, Madrid and the Hague.

h.Keep up-to-date with the latest technologies and methodologies for delivering and supporting complex software applications and contribute to activities to integrate new methodologies, guidelines and procedures into the projects of the Division.

i.Undertake other related activities as required.

3.Requirements

Education (Essential)

Advanced university degree in computer science, information science, statistics, mathematics, economics, business administration, sciences or other related discipline.A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Education (Desirable)

Project management certification (PRINCE2, PMP or equivalent).

Experience (Essential)

At least seven years of relevant professional experience in the provision of IT services, of which at least three years of business analysis and quality assurance.

Significant experience in working as part of a product development team, in particular in the role of product manager, requirements manager and/or quality assurance manager.

Established experience in specifying, developing and launching software and services in partnership with software engineering teams.

Experience (Desirable)

Experience in the business processes of IP offices (patent, trademark, industrial design, copyright).

Experience in designing cloud-hosted systems.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Good knowledge of at least one UN official language other than English.

Job Related Competencies (Essential)

Good knowledge of business analysis methodologies.

Good knowledge of software quality processes and tools.

Project management skills, especially in working within diverse teams of technical and business staff.

Sound knowledge of software engineering methodologies.

Demonstrated knowledge of WIPO's Global IP services, particularly the PCT, Madrid, and Hague systems.

Mobility:WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only.The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the April 2026 rate of 89.4%

Additional Information

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions.The selected candidate’s appointment will be subject to an overall term of five years in this position, with normally no possibility of renewal beyond that term.S/he may, however, apply and be considered for other positions at WIPO.

This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
