Org. Setting and Reporting
This is a vacancy in the General Service category for which local recruitment procedures shall apply, in accordance with the Staff Regulations of the International Bureau of the Universal Postal Union. Candidates shall be solely responsible for any travel or other expenses incurred in order to participate in the recruitment process or, upon selection, take up the appointment. Staff members subject to local recruitment shall not be eligible for the allowances and benefits exclusively applicable to international recruitment. With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Responsibilities
Under the supervision of the HR Planning and Development Manager, the incumbent will provide HR and administrative support and assistance to the Human Resources Directorate, in particular the Planning and Development Programme towards activities relating to the selection / launch of DRH’s ERP / HR Management System, training, post classification, post creation / management and other HR related tasks. 1 HR Project of ERP of HR Management System : Assist in the development and implementation of the Enterprise Resource Planning (ERP) project relating to HR Management System for DRH. This includes information gathering, benchmarking and collecting documentation. Support administrative review and verification of market’s offers received and evaluation of vendors’ criteria, following closure of the ERP procurement. Assist in training information of other UN Sister Agencies. Involve in data migration to ensure completeness of data transfer 2 Policy research and benchmarking Perform research, as requested, on HR policies and best practices of other United Nations sister agencies. Gather information and compare best practices for improving UPU administrative procedures and policies 3 Post Classification Support Assist in discussion and implementation of post management, organizational charts and e-records keeping and updating. Support administrative preparation of requests for submission to the reclassification committee process and desk audit, as required. 4 Training Support Assist in information gathering and progress monitoring of staff’s training, budget and documentation. Support in organizing training activities and keep up to date the table of training expenditure. Contribute to the modernization of training activities and training materials. 5 Other general HR Administrative Support Act as back up for maintaining up to date HR e-records and case law / exceptions repository for future reference. Provide support for other HR-related tasks such as organizing meetings, drafting work certificates, requesting translations and editing as needed. Assist in any other HR-related matters as required.

Education
Secondary education of the business school type (CFC or secretarial studies or equivalent); any diploma or continuing education in the related field of HR administration is an asset.
Job - Specific Qualification
Professional HR training relating to an international organization’s rules, regulations and / or organizational chart is desirable. Familiarity with HR management System. Some HRMS of the United Nations (e.g., Inspira, Navision or similar ERP systems) is desirable. Sound knowledge of office tools (Word, Excel, Outlook, PowerPoint) is required
Work Experience
Three years’ initial experience as Assistance, preferably in human resources administration and / or in an international environment is required. Any experience in an international organization of the UN system is desirable.
Languages
Knowledge of English or French.
Assessment

Duration : 6 months Scheduled date for taking up appointment : As soon as possible. Monthly salary : 5,739.60 CHF French is the official language of the UPU.
