Deliverables
The consult will be required to perform one or more of the following tasks :
Task 1 : provide technical expertise to develop IPC technical and normative documents and resources, such as guidelines, handbooks, and other resources.
Deliverable 1 : Summary of desk review to retrieve similar already available documents.Deliverable 2 : Outline of the document.
Deliverable 3 : Reports of expert meetings.Deliverable 4 : Draft document.
Task 2 : support IPC education and training, including needs assessment and development of training resources and plans.

Deliverable 2 : Proposal for IPC programme improvement.Deliverable 3 : Package of resources available for IPC programme improvement, including any modifications required.
Deliverable 4 : Reports of workshop and meetings to support national or facility-level IPC programme improvement .
Task 4 : support healthcare-associated infection (HAI) surveillance. Deliverable 1 : Proposal for HAI surveillance project needs and plans.
Deliverable 2 : Review and updates of the existing resources for HAI surveillance.Deliverable 3 : Development of additional HAI surveillance resources, as needed.
Deliverable 4 : Draft training plan and programme for HAI surveillance capacity building.Deliverable 5 : Report of training delivered including knowledge evaluation and training assessment.
Task 5 : support healthcare-associated outbreak prevention and management. Deliverable 1 : Review and updates of the existing resources for specific outbreaks.
Deliverable 2 : Development of additional resources for outbreak prevention and management.Deliverable 3 : Mission report for specific outbreaks management.
Task 6 : support implementation of standard and transmission-based precautions. Deliverable 1 : Review and updates of the existing resources on standard and transmission-based precautions.
Deliverable 2 : Development of additional resources.Deliverable 3 : Written advice to countries on implementation of standard and transmission-based precautions.
Task 7 : support the prevention of specific HAIs (, catheter-associated urinary tract infection, Catheter-associated bloodstream infection, health care-associated pneumonia, surgical site infections).

Qualifications, experience, skills and languages
Educational Qualifications :
Essential :
- Band Level B : First university degree in medicine, Medical Sciences or Nursing with specialization in IPC, hygiene, public health or infectious diseases from a recognized institution.
- Band Level C : An advanced level university degree (master's level or above) in Medicine, Medical Sciences or Nursing with specialization in IPC, hygiene, public health or infectious diseases from a recognized institution.
Desirable :
- Band Level B : Qualification in epidemiology.
- Band Level C : Postgraduate qualifications in epidemiology and / or clinical research.
Experience
Essential : For Band level B :
For Band level B :
- For Band level B : Five to ten years of progressive responsibility and clinical experience of implementing IPC including sepsis and AMR prevention, ideally at facility, national and international levels.
- For band level C : Over ten years of progressive responsibility and clinical experience of implementing IPC including sepsis and AMR prevention, ideally at facility, national and international levels.
Desirable :
For Band level B and C : Experience working in low- and middle- income countries and / or in the UN system.
Skills : Essential :
Essential :
Basic (band B) or advanced (band C) experience in IPC, including : Clinical implementation of IPC, including for sepsis, and as part of outbreak response in both health emergencies and to combat AMR.
IPC programme development and implementation.Writing practical, field level IPC documentation as well contributing to the development of higher-level IPC guidance documents, strategies, assessment tools and technical articles.
Assessing IPC programmes at national and facility levels.Conducting HAI and AMR surveillance.IPC programme data collection and interpretation as part of quality improvement.
Implementing WHO IPC core components, strategies and implementation tools.Excellent interpersonal and communication skills and comfortable operating within a multicultural team with the ability to function in a rapidly changing busy environment.
Robust application of the principles of good IPC practice yet sensitive to local conditions.Practical, hands-on, and results oriented approach.
Ability to translate technical concepts into understandable practical advice for field level use.

Intermediate knowledge of any other UN official language (Arabic, Chinese, English, French, Russian and Spanish).

The consultant is expected to travel.
Remuneration and budget (travel costs are excluded) :
Remuneration :
Band level B - USD 7,000 - 9,980 per month or USD 350 499 per day.
Band level C - USD 10,000 - 12,500 per month or USD 350 499 per day.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited) :

Expected duration of contract :
Up to 6 months; there may be subsequent contracts in addition to a first contract, subject to continuous technical need, availability of funds and satisfactory performance.
