Head (f / m / d) of material secret protection and secret protection in IT

to be filled.

Candidates who are already civil servants can apply up to grade A 12 g. D. HBesG can be taken on.

Depending on their professional qualifications, applicants can be hired as tariff employees for an indefinite period up to EG 12 TV-H if the requirements under collective bargaining law are met.

In this case, it is intended that they will later be made civil servants if the budgetary and career requirements are met.

A gross security allowance of 197.48 euros (from A 10 HBesG) is paid for work at the LfV.

The place of employment is Wiesbaden.

The Office for the Protection of the Constitution serves to protect the free democratic basic order. It is a service provider for democracy and, in particular, has the analytical skills to assess the threats to democracy and human rights posed by extremist endeavors.

It exchanges information with academia and society. This also includes public discourse. It takes social diversity and social developments into account.

Tasks :

• Supporting and providing qualified advice to the Secret Protection Officers and the department and office management on all matters relating to material secret protection, material security and IT secret protection
• Fundamental and individual matters relating to the material protection of classified information in the LfV Hessen, in particular the implementation of the General Administrative Regulation on the Material Protection of Classified Information (Classified Information Instruction - VSA HE)
• Organizational and technical tasks for compliance with the VSA HE
• Determining the requirements of confidentiality protection for the use and operation of VS-IT with the involvement of the specialist managers and the IT security officer, defining measures for this and monitoring their implementation and checking their effectiveness
• Advising office staff on the implementation of the VSA HE requirements, drawing up guidelines and giving corresponding presentations
• Advice and training in accordance with the VSA HE for all Hessian authorities on issues of material and IT security and the preparation of reports on this subject
• Preparation of service instructions in the area of material secret protection and, if necessary, material security for the LfV Hessen
• Creating and monitoring compliance with security concepts for conversion and construction measures on LfV properties
• Installation and monitoring of intrusion and hold-up alarm systems, access controls and video protection systems
• Implementation, monitoring and organization of anti-eavesdropping and other tampering tests
• Coordinating the administration and control of user and rights management of IT databases and providing support where necessary
• Handling of confidentiality incidents
• Participation in federal and state conferences and trade fairs, possibly lasting several days

The position consists of up to 30% field work, which may involve business trips to locations that are difficult or impossible to reach by public transport.

Professional requirements :

Bachelor's degree or FH diploma in computer science or IT security management, risk management, electrical engineering, communications engineering, business informatics, industrial engineering or a comparable course of study related to technical security;

if you have these degrees, several years of professional experience in the field of physical security, building security or IT security is an advantage

• Career qualification for the higher general administrative service with many years of professional experience in the field of physical security, building security or IT security
• Expert knowledge of the legal basis of physical security and IT security, knowledge of the relevant security regulations (in particular BSI guidelines, VdS guidelines) or willingness to acquire this knowledge at short notice
• Professional experience in a public service working environment or in cooperation with public administration, e.g. in the context of projects, desirable
• Knowledge in the field of IT security according to the Federal Office for Information Security (BSI) desirable
• Experience in secret protection procedures in VS-IT desirable
• Management experience an advantage
