Your mission:

For one of our clients in the public sector and as part of a newly created position, we are seeking a Public Buyer (M/F) for a permanent role to be filled as soon as possible.

Your role:

Ensure the implementation of the purchasing policy in compliance with the legal framework of public procurement by managing acquisition procedures, handling the administrative and contractual aspects of files, and providing advice and expertise to user departments.

Your tasks:

? Define a purchasing strategy aligned with the existing policy ? Continuously improve purchasing practices according to market developments ? Support departments in expressing needs and public procurement procedures ? Plan and conduct complete tender procedures ? Negotiate commercial and contractual conditions within the legal framework ? Formalise award decisions and secure supporting documents ? Establish framework agreements for recurring purchases ? Ensure proper contracting with selected providers ? Evaluate purchasing performance using indicators and dashboards ? Maintain legal monitoring in public procurement matters Your profile:

? Hold a HES or university degree at bachelor level ? Have additional training in public procurement, purchasing, negotiation and/or cost control ? Have at least 5 years of professional experience in a similar role ? Possess solid knowledge of purchasing procedures and public procurement ? Have excellent command of French, both spoken and written ? Demonstrate strong proficiency with IT tools, particularly Excel and ERP-type management tools ?
