The cantonal employment office (OCE) is the cantonal execution body of the federal law on unemployment insurance and insolvency compensation (LACI). Its mission is to prevent imminent unemployment and existing unemployment. Through public placement and targeted measures in the labor market (MMT), it promotes rapid and sustainable employment in the labor market. Program Manager (Specialized Agent - 36 months)In this context, the management of cross-functional services (DST) ensures the management of human resources, financial management, the internal X system, and logistics to the DST. The program manager X's role is to structure, pilot, and support the implementation of digital and cultural initiatives of the office, within the framework of an approach of and evolution of public policies driven by the need to respond to the lines of the established plan in response to the federal government's priorities set in the roadmap corresponding to the X Council program and to realize the office's vision focused on public service excellence, responsiveness to labor market changes, and results. The position holder ensures a transversal and coherent governance of the projects, mobilizes internal and external stakeholders, and guarantees alignment between cantonal, federal objectives, and the needs of the office. Thus, they actively contribute to anchoring a culture of sustainable change within the cantonal projects entrusted to them, which will particularly involve digital systems and user services. In this regard, they will be specifically responsible for the following tasks : - Manage large-scale cross-functional programs, including steering committees, while ensuring compliance with objectives and adapting project designs according to priorities, clearly articulating the objectives and necessary resources.- Plan human resources, monitor costs, timelines, and quality of projects simultaneously, while anticipating impacts and taking necessary corrective measures.- Pilot the feasibility of projects (profitability, risks, success) and identify opportunities for processes.- Oversee the budget management of programs, optimize financial resources, and ensure financial follow-up.- Coordinate project teams and internal / external stakeholders, promote projects, and maintain a trust-based relationship.- Provide regular reports to the relevant bodies and management while uniting teams to ensure coherent and sustainable decisions.Your required education and experience : - Master's degree or equivalent in project management.- 5 years of professional experience in managing multidisciplinary projects, including large-scale program management.- Excellent knowledge in the field of digital systems and technologies related to OCSIN and SECO and data protection.- Knowledge and experience of the political and economic fabric of Geneva.- Familiarity with cantonal and federal employment laws.Profile and skills : - Excellent communication and public speaking skills.- Autonomy and decision-making ability in complex contexts, with a keen sense of interest management.- Writing of high-level documents and mastery of office and project management tools, with in-depth knowledge of methodologies.- Strong analytical, reflective, and problem-solving abilities in complex and transversal environments.- Proven skills in simultaneously managing several projects and proposing solutions.- Commitment and dynamism to engage and rally teams around objectives.- Excellent interpersonal skills and ability to establish good professional cooperation.- Adaptability, good stress and priority management, and conflict / crisis management.- Sense of public service and values.The DEE ensures to create conditions that allow everyone to work in an atmosphere of respect and tolerance, free from any form of discrimination.
