As part of the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP), the Ethics and Conduct Unit (ECO) plays a lead role in strengthening IOM's culture of integrity through policy and advisory work, training, and support to the Organization and all IOM personnel on ethical issues and IOM's Standards of Conduct. /p pUnder the direct supervision of the Chief of ECO, and in close coordination with the Coordination and Support Associate for YDI and the Ethics and Integrity Officer point person for YDI, the Consultant will be entrusted with primary responsibility for the complete oversight and management of IOM's 2026 Yearly Declaration of Interests (YDI) exercise. /p h3Organizational Department / Unit to which the Consultant is contributing /h3 pFor the 2026 YDI cycle, ECO seeks a Consultant (Category B) to review approximately 200 disclosure forms, ensuring compliance, accuracy, timeliness, and proper supporting documentation. /p h3Tasks to be performed under this contract /h3 h3Output 1 – Review of Assigned YDI 2026 Disclosures /h3 ul liAssess potential, actual, or perceived conflicts of interest. /li liIdentify inconsistencies, missing or incomplete information, and areas potentially requiring ECO’s input and guidance. /li liConduct follow-up with personnel, as necessary, to clarify information provided. /li liIssue a closure message to the personnel concerned including: /li liThe assessment of compliance; and /li liRecommended mitigation measures, where applicable. /li libDeliverable /b: Individual written assessment (closure email) for each disclosure form that is reviewed. /li libDelivery timeline /b: Rolling basis throughout the YDI 2026 review period. /li /ul h3Output 2 – Drafting of Case Notes and Recommendations /h3 ul liPrepare concise notes for every disclosure form reviewed. /li liFormulate clear and actionable recommendations (e.g., mitigation guidance, need for follow-up, classification of risk). /li liCoordinate with the Administrative Assistant to ensure accurate updates to internal databases. /li liLiaise with the Chief of ECO whenever necessary to share issues or concerns, discuss sensitive matters, or obtain guidance on more complex disclosures. /li libDeliverable /b: Case notes uploaded in ECO’s repository for each submission. /li libDelivery timeline /b: Rolling basis throughout the YDI 2026 review period. /li /ul h3Output 3 – Outreach and awareness-raising on the YDI exercise /h3 ul liReview and refine materials used for previous YDI outreach activities, including webinar content and supporting communication materials. /li liContribute to the delivery of outreach activities related to the YDI exercise, including up to four one-hour interactive sessions combining presentations and QA, as appropriate. /li liProvide substantive inputs, as needed, to YDI-related guidance and outreach materials, such as guidelines, explanatory notes, or other communication tools aimed at facilitating understanding of the purpose of the exercise. /li libDeliverables /b: Delivery of YDI outreach activities, including up to four one-hour interactive sessions explaining the exercise.ulliConcrete and authoritative feedback on draft YDI guidance and related outreach materials. /li /ul /li libDelivery timeline /b: Outreach sessions to be delivered prior to the launch of the YDI exercise.ulliFeedback on guidance and outreach materials to be provided by the end of August. /li /ul /li /ul h3Output 4 – Bi-Weekly Progress Summary Reports /h3 ul liThe Consultant will submit a report every two weeks containing: /li liNumber of YDI forms reviewed and their outcomes (e.g., no conflict, conflict with mitigation measures, pending information from staff). /li liNumber of forms pending review and overall compliance rates. /li liIssues, bottlenecks, or emerging trends requiring ECO’s attention. /li liDeliverable: Bi-weekly written reports submitted to ECO. /li liDelivery timeline: Rolling basis throughout the YDI 2026 review period. /li /ul h3Output 5 – Final End‑of‑Assignment Report /h3 ul liEnd-of-Assignment Report including: /li liComprehensive summary of all reviewed YDI forms. /li liKey trends, recurring issues and emerging risk areas. /li liProposed revisions to the current declaration of interest form, as relevant. /li liRecommendations for process improvements for future YDI cycles. /li liAn overall assessment of the effectiveness of the 2026 exercise. /li libDeliverable /b: Complete report sent to ECO and endorsed by the Chief of ECO. /li libDelivery date /b: End of consultancy. /li /ul h3Performance indicators for the evaluation of results /h3 pbSchedule of payments: /b 25% of the compensation for the assignment will be paid for each of the four phases of the exercise, subject to satisfactory performance and conduct, as follows: /p ol liKick-off and initial delivery: delivery of outreach activities and completion of the review of the first round of submissions. /li liMid-implementation: continued progress on Outputs 1 and 2, with a substantial portion completed. /li liAdvanced implementation stage: completion of the majority of core work, including issuance of most closure emails, finalization of notes, and continued submission of bi-weekly reports. /li liFinal payment: upon submission and endorsement of the final report, as well as completion of all remaining outputs. /li /ol h3Required Qualifications and Experience /h3 h3Education /h3 ul liAdvanced university degree in Law, Ethics, Public Administration, Governance, or a related field. /li /ul h3Experience /h3 ul liFive years of demonstrated experience in compliance, conflicts of interest, ethics reviews, or due diligence analysis; /li liExperience within UN, IOM, or another international organization would be an asset. /li liExperience in assessing declarations of conflicts of interest; Experience with or knowledge of public international or non-governmental organizations comparable to IOM; /li liProven experience in drafting reports and internal and external documents; /li liExperience in working in sensitive environments and with confidential information and processes. /li /ul h3Skills /h3 ul liExcellent computer literacy, especially database tools; /li liExcellent analytical, research, and drafting skills; /li liDemonstrated resourcefulness, initiative, and proactive approach; /li liDemonstrated organizational skills; /li liAbility to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds. /li /ul h3Languages /h3 pIOM’s official languages are English, French and Spanish.
