To contribute to the smooth running of its service, the SFI of the City of Lancy is looking for a:

Your mission :

Ensure the implementation of the purchasing policy in compliance with the legal framework of public procurement by conducting acquisition procedures, managing the administrative and contractual aspects of files, and providing advice and expertise to user services.

Your main activities

• Define a purchasing strategy aligned with the City’s policy
• Continuously improve purchasing practices according to market developments
• Support services in expressing needs and public procurement procedures
• Plan and conduct complete tender procedures
• Negotiate commercial and contractual conditions within the legal framework
• Formalise award decisions and secure supporting documents
• Set up framework agreements for recurring purchases
• Ensure proper contracting with selected providers
• Evaluate purchasing performance using indicators and dashboards
• Maintain legal monitoring in public procurement matters

Your qualifications and skills

• Holder of a HES or university degree at bachelor level
• Additional training in public procurement, purchasing, negotiation and/or cost control
• At least 5 years of professional experience in a similar role
• Strong knowledge of purchasing procedures and public procurement
• Excellent command of French, both spoken and written
• High proficiency with IT tools, especially Excel and ERP-type management tools
• Legal knowledge useful for contract drafting
