ph3Job Overview /h3pHead of Evaluation Office – senior‑level management role. Grade PR5, Staff Member / Affiliate Type Professional. Location: Geneva, Switzerland. Deadline for applications: 7 July 2026. /ph3Responsibilities /h3ulliLead the development, implementation and continuous improvement of the UNHCR Evaluation Policy and Evaluation Strategy. /liliOversee the annual evaluation planning and budgeting process, coordinating with Senior Executive Team, Divisions and Bureaux to select topics for centralised evaluations and publish bi‑annual work‑plans. /liliProvide technical guidance, capacity building and quality assurance for both centralised and decentralised evaluations. /liliAdvise on and promote the use of evaluation findings and lessons learned across the organisation. /liliEngage regularly with the Senior Executive Team, SET and senior field management to ensure evaluation activities align with operational priorities. /liliRepresent UNHCR in inter‑agency meetings, evaluation fora and professional networks such as UNEG, UNHCR’s strategic engagement with the UN System‑Wide Evaluation Office, ALNAP and OECD/DAC. /liliDevelop and oversee a communications and external engagement strategy for the Evaluation Office. /liliCoordinate the Annual Programme Review and coordinate risk assessments, ensuring integration of risk management principles in decision‑making. /liliMaintain and strengthen cooperation and partnerships with other evaluation services, professional networks, and donor evaluation communities. /liliPerform other related duties as required. /li /ulh3Qualifications /h3ulliMinimum 12 years of relevant experience with an Undergraduate degree; or 11 years with a Graduate degree; or 10 years with a Doctorate degree in a relevant field such as social sciences, economics, international development or public policy. /liliEssential certification in Research and Evaluation Methods. /liliProven experience leading and managing evaluation/research functions in complex international organisations, with at least five independent evaluations in the humanitarian sector. /liliDemonstrated expertise in evaluation standards, norms and best practices practiced by professional groups such as UNEG, OECD/DAC, ALNAP. /liliStrong knowledge of qualitative and quantitative data collection, monitoring and reporting systems, and results‑based management in the UN System. /liliExperience in humanitarian response and coordination, preferably with refugee operations. /liliAdvanced diplomatic, representational and communication skills; ability to influence senior decision‑makers. /liliEvidence of leadership and management of a team of staff. /li /ulh3Essential Technical and Functional Skills /h3ulliMG‑UN/UNHCR Management Practices/Standards and Processes /liliSO‑Research /liliDM‑Data Collection and Analysis /liliIM‑Statistics Analysis /liliEL‑Development of evaluation strategies /liliEL‑Evaluation of humanitarian operations /li /ulh3Language Requirements /h3pEnglish is required.
