ppThe bconsortium /b, under the leadership of the bCenter for International Legal Cooperation (The Netherlands), /b further consisting of bthe German Foundation for International Legal Cooperation (Germany), CIVIPOL (France), FIIAPP (Spain) and CPMA (Lithuania), /b will start the implementation of the EU Grant Contract b“EUPA4BiH – European Union Police Assistance for Bosnia and Herzegovina” /b on 2 September 2024 and is therefore looking for candidates for National and International Long-Term Expert positions based in Sarajevo, Bosnia and Herzegovina. /p h3The project /h3 pThe global objective of this project is to improve the security of citizens in Bosnia and Herzegovina. /p pThe specific objectives of the project are as follows: /p ul liTo enhance the effectiveness of institutions involved in the fight against transnational organised crime, corruption, drugs, money laundering, cybercrime, trafficking of human beings, terrorism, radicalisation, violent extremism, corruption and ensure better institutional interoperability, /li liTo further improve the collection and data exchange, and data protection according to the EU applicable standards and best practices, /li liTo improve governance standards, embed stability and progress towards EU membership, better identify and respond to threats, and strengthen capacities to prevent and fight crimes. /li /ul pThe project start date is 2 September 2024, and the contract's implementation period is 54 months from this date. The expert team will be gradually built up. /p pThe project will consist of 10 components, each has various outputs: /p pComponent 1: Fight against transnational organised/serious crime, Trafficking of Human Beings (THB), drugs, corruption and cybercrime /p pComponent 2: Prevention and Countering terrorism and violent extremism /p pComponent 4: Support the enhancement of effective cooperation among law enforcement bodies and with prosecutors and judges /p pComponent 5: Enhancing external cooperation and coordination, information exchange, as well as international cooperation and coordination with EUROPOL and Interpol /p pComponent 6: Support for drafting legislation in line with EU acquis, European standards and best practices /p pComponent 7: Support to the criminal justice authorities in demonstrating progress towards establishing a track record of proactive investigations, confirmed indictments, prosecutions and final convictions against organised crime and corruption, including at high-level /p pComponent 8: Enhance border security, and fight cross‑border organised crime /p pComponent 9: Complementary assistance to procure required equipment to support better use of Special Investigative measures (SIMs), effective investigations, forensic capacities and specialised IT equipment that will enhance the LEAs' capacity and further strengthen data security and exchange. /p pThe consortium will select the candidates and present them to the Contracting Authority (EU Delegation to Bosnia and Herzegovina) for formal approval. /p h3International LTE Organized Crime /h3 pThe International LTE Organized Crime will be mainly engaged in components 1 and 8 of the project with respect to the fight against organized crime. In the function of LTE, he/she will take responsibility for a cluster of activities. Besides providing professional expertise to achieve the project results, he/she will guide the involvement of additional international and local experts. He/she will report to the Team Leader and the respective consortium partner. The assignment will be full‑time for a duration of 54 months. It is foreseen to be carried out fully in Sarajevo, Bosnia and Herzegovina. /p h3Qualifications and skills /h3 ul liUniversity degree in law or related discipline/higher professional education and training as senior police officer/investigator; /li liProficient command of written and spoken English, computer literacy; /li liPro‑active personality with outstanding communication skills and ability to build trust with various different actors in the justice chain; /li liKnowledge of the Western Balkans, especially of Bosnia and Herzegovina’s inter‑cultural specificities and the local language, would be an asset; /li liProven knowledge of project management, including project management techniques and tools, would be an advantage; /li /ul h3General professional experience /h3 ul liOver 12 years of post‑graduate professional experience, at least 10 of which as an investigator, senior police officer or senior staff member of another investigative body; /li liExperience in managing and leading a cluster team, ideally a multi‑disciplinary and/or multi‑national team; /li liProven professional experience in the field of preventing or combating organized crime in general and in particular, among others the following areas: SOCTA; cooperation between various LEA and with PPOs; information sharing; EMPACT/regional cooperation; THB/MS; drugs; fighting corruption; forensics; and applying SIM’s. /li /ul h3Specific professional experience /h3 ul liPrevious experience as an expert in EU or other donor‑funded projects, preferably in IPA countries; /li liExperience with and sound understanding of the various relevant institutions, law enforcement agencies, PPOs and courts in the complex context of BiH or a neighbouring country would be an asset; /li liPrevious experience in a public institution of a (former) EU Member State or in an EU agency/institution would be an asset; /li liTraining experience would be desirable. /li /ul h3Procedure /h3 pCandidates interested in participating in the tender procedure are encouraged to hand in their letter of interest at the latest at b12:00 hrs. on 15 July 2024 /b. /p pThe email must refer to the assignment title “bEUPA4BiH followed by the exact expert position, /b” and must comprise: /p ul lia bmotivation letter /b (1 page); /li lia CV clearly indicates the required qualifications and experiences.
