DUTIES AND RESPONSIBILITIES : The World Meteorological Organization (WMO) is a United Nations Specialized Agency and the authoritative voice on the state and behavior of the Earth's atmosphere, its interaction with the land and oceans, the weather and climate it produces, and the resulting distribution of water resources. The organization’s capacity-building programs enhance the preparedness and resilience of member states against weather, climate, and water-related challenges. To maximize its impact, WMO seeks to improve its visibility and communicate its role and achievements effectively across multiple channels, including the media. In support of these goals, WMO is engaging a Communication Strategy Development Consultant to design a strategic framework that will strengthen its communication efforts across key audiences and enhance visibility among relevant stakeholders and the general public. The primary objective of this consultancy is to create a robust and actionable communication strategy for WMO that : Identifies the strengths and weaknesses of WMO’s current communication efforts. Sets clear objectives and a targeted approach to improve visibility and engagement. Establishes key strategies and activities to effectively convey WMO’s message to its global audience. Analyzes existing structures and processes related to WMO communications and proposes a “fit-for-purpose” structure. The Consultant will be responsible for the following tasks : Analysis of Current Communication Efforts and Structure : - Conduct an overview of WMO's existing communication resources and reach.- Identify strengths, weaknesses, opportunities, and threats (SWOT) in WMO's communication approach.- Consult with WMO's Strategic communication team and key stakeholders. Development of a Communication and Outreach Strategy : - Identify WMO's key audiences and stakeholders.- Define the communication strategy's key objectives.- Develop a tailored communication strategy that aligns with WMO's mission. Strategic Framework and Activities Outline : - Design a framework that outlines measurable objectives and strategies.- Propose tools, channels, and tactics for effective information dissemination. DELIVERABLES : 1. Communication Strategy Document : A comprehensive document including : - An analysis of current communication efforts.- Clearly defined objectives and strategies.- Target audience profiles and core messaging guidelines.- An outline of recommended communication activities and resources. 2. Presentation to WMO Leadership : A final presentation summarizing the strategy and key metrics for evaluation. 3. Implementation Framework : A structured plan detailing the timeline, phased activities, and KPIs. QUALIFICATIONS : Education : Master's degree in communications, Public Relations, Marketing, Public Policy, or a related field.Experience : At least ten (10) years of experience in strategic communication, with 5 years in developing communication strategies for international organizations or non-profits.Other requirements : Excellent knowledge of current communication standards and practices in a multilateral context, proven expertise in analyzing and developing strategic frameworks, strong analytical skills, and familiarity with WMO’s areas of focus (e.G., Climate, Weather, Water) is an asset.Languages : Excellent knowledge of English (both oral and written); knowledge of other official languages is an advantage.
