PATH seeks a Health Information Systems (HIS) Leadfor the USAID-funded Strengthening Infectious Disease Detection System (STRIDES) global project. The purpose of the anticipated global project is to support and strengthen surveillance, detection and analytical capacity of infectious diseases and antimicrobial resistance. Through STRIDES, this work will assist up to 50 counties prioritized for the Global Health Security (GHS) program of varying capacitates in countries in Africa, Asia, and the Latin America / Caribbean regions to support different discrete aspects of the infectious disease detection and analytic pipeline.
The HIS Lead is anticipated to serve as a key personnel position and must meet or exceed the required qualifications listed below. They will support a large USAID-funded GHS project to develop and implement policies and processes and ensures quality delivery of service on data management and strategic information activities. This position will lead the design, documentation, testing and implementation of country level database systems. This includes activities across Health Information Systems / Informatics, Business Intelligence and Data Analytics, Implementation Science, and Country Support, such as supporting country programs to develop robust systems for data management, analysis, visualization, and use (with an emphasis on DHIS2 and PowerBI), and capacity building for country stakeholders.
Responsibilities
Provide technical support and guidance for the development of MEL systems for the project, including but not limited to DHIS2 / DHIS2 Trackers, and ensuring that these adhere to the appropriate global standards and guidelines
Provide leadership, technical support and guidance for the design, development, planning, implementation, and capacity building for necessary staff in analysis, visualization, dissemination, and use of data for performance improvement.
Build project and staff capacity to develop and implement SI systems in line with donor requirements and best practices through formal training and ongoing mentoring
Identify and work collaboratively and cross-functionally to implement process improvement measures within data management on a project level
Escalate any potential or actual issues to supervisor, project team, and / or donor (USAID) in a timely manner and follow issues through to resolution
Provide written project status reports to project leadership and donors, as appropriate
Contribute to the development and / or revision of project SI and MEL SOPs and related documentation
Lead the development of databases at global and project level using various software ensuring that these are appropriate to the local context
Assist in establishing metrics for project progress, performance, and cost
Monitor and work to maintain / improve country stakeholders and donor satisfaction by ensuring high quality service, communication, and management of project SI
Establish appropriate project tracking using computer assisted programs and ensure timely entry of project information
Take corrective measures where necessary to keep project in line with budget and workplan
Conduct internal and external project team meetings as needed. Assist supervisor with interview and selection process of new staff
Supportthe design process to ensure that solutions can be implemented. Working with data management to validate designed functionality
Required qualifications and experience
Bachelor's Degree or International Equivalent in public health, Life Science, Health Science, Analytics, Information Management or Related Field
Project Management (PM) Certification preferred
8+ years of data management and systems experiencerequired
Proficiency in Excel software and other database technologies required
Prior work experience in a non- governmental organization (NGO) and with the USG, particularly USAID
Coordinates activities in the development of software tools, surveys, visit trackers and mobile data collection instruments for a study
Ensures issues with studies or other projects are resolved in a timelyfashion
Participants in developing procedures, budgets, training and resources with management to achieve strategic goals
Reports to the Technical Director
English proficiencyrequired, French, Spanish, or Arabic highly preferred
Willing to travel up to 15%
