Junior civil engineer

In order to complete its team, the Construction and Development Service is looking for a : Junior Civil Engineer Permanent position at 80% - Class 13 Your mission : As a civil engineer, ensure the proper technical and financial management of entrusted projects and works, mainly in the areas of road construction, sanitation, municipal networks, and infrastructure; As a representative of the Project Owner (Municipality), ensure the management and supervision of companies engaged in various projects in the sector, in compliance with allocated budgets and timelines; Ensure the monitoring and financial oversight (tracking sheets) of entrusted projects, in compliance with investment and operating credits; Support the sector manager in the management and monitoring of major civil engineering works related to the municipal territory (PGEE, four-year plan, SDGE, PDQ, PLQ); Participate in managing and monitoring ongoing maintenance work on roads and sanitation networks to maintain general conditions and anticipate any necessary renovations; for this purpose, manage calls for tenders, specifications, necessary requests, as well as establish and manage files related to Intermunicipal Funds (FIA, FIE, FIDU); For the projects under your responsibility and in conjunction with the public domain delegate, ensure compliance with municipal and cantonal directives regarding their work in the public domain; Manage pre-notification concerning construction projects of third parties for the area of activity under management, in close collaboration with the construction sector; Prepare necessary documents for decision-makers (Council and / or Municipal Council), position papers, internal notes, etc.; Be proactive with the sector manager, translate the defined vision, and implement it through entrusted projects; Ensure compliance with standards and regulations related to the area of activity, monitoring developments; Ensure adherence to legal requirements in public tendering and carry out monitoring; Participate in operating budget planning; Collaborate with various municipal services and external entities. Represent the Municipality, particularly with competent cantonal and federal authorities (OCEau, OCGC, OCT, OFROU, etc.). Your profile : Hold a degree in civil engineering or an equivalent qualification; Have 3 to 5 years of experience in a similar role with the same level of responsibility.
